Project: Dhareeba 2.0 (Tax Implementation)
Location: Doha, Qatar
Job Summary
We are looking for a highly skilled and experienced Project Manager to own the end-to-end project management and governance for the Dhareeba 2.0 project. The successful candidate will be the single point of accountability for planning, execution, delivery, and stakeholder management. You will be responsible for ensuring the project is delivered on time, within scope, and on budget, while coordinating multiple workstreams and vendor teams in a complex, public-sector environment.
Key Responsibilities
- End-to-End Project Ownership: Own overall project management, governance, and delivery for the Dhareeba 2.0 project, ensuring alignment with strategic objectives.
- Project Planning & Control: Develop, maintain, and manage detailed project plans, work breakdown structures, schedules, and resource allocation plans.
- Governance & Reporting: Establish and manage the project charter, governance frameworks, and comprehensive reporting mechanisms. Lead regular progress reviews and provide formal status reporting to the Tax Authority and Steering Committee.
- Scope, Budget & Timeline Management: Rigorously manage project scope, budget, and timeline, ensuring strict adherence to baseline commitments. Implement and enforce change control procedures.
- Workstream & Vendor Coordination: Serve as the central coordination point for all internal workstreams and external vendor teams, ensuring seamless integration and collaboration.
- Risk & Issue Management: Proactively drive issue and risk management; identify, log, mitigate, and escalate project risks and issues as necessary to ensure project success.
- Stakeholder Engagement: Act as the primary liaison to project leadership, the Tax Authority, and the Steering Committee. Manage communications and expectations at all levels.
Qualifications & Requirements
- Mandatory Certification: PMP (Project Management Professional) or equivalent internationally recognized project management certification.
- Experience: Proven and demonstrable leadership experience in managing large-scale, complex IT implementation projects from initiation to closure.
- Technical Skills:
- Expertise in project management methodologies (e.g., Waterfall, Agile, Hybrid).
- Strong skills in risk/issue management, change control, and project governance.
- Proficiency with project management tools (e.g., MS Project, Jira, Confluence).
- Soft Skills:
- Excellent verbal and written communication and presentation skills.
- Outstanding coordination, negotiation, and stakeholder management abilities.
- Strong leadership and team motivation skills in a multi-vendor environment.
- Language: Bilingual proficiency in English and Arabic is highly preferred.
Preferred Qualifications (Advantageous)
- Direct experience working on projects for the public sector or a Tax Authority.
- Specific experience with tax system implementations, ERP integrations, or large-scale digital transformation projects.
- Familiarity with the regulatory and business environment in Qatar or the GCC region.
