Job Title: Talent Acquisition Specialist / Recruiter
Location: Doha, Qatar (Locally based only)
Reports To: HR Manager / Head of Department
Job Summary:
We are seeking a highly motivated and results-driven Talent Acquisition Specialist to manage the end-to-end recruitment lifecycle for our company in Qatar. This role is pivotal in sourcing, attracting, and hiring top talent across various disciplines, with a specific focus on technical and engineering roles such as Lifting Engineers, Crane Operators, and project-based personnel. The ideal candidate will be a strategic partner to hiring managers, possessing an in-depth understanding of the local Qatari market, labor laws, and the specific challenges of recruiting within the construction and oil & gas sectors. Only candidates currently residing in Qatar with a valid QID will be considered.
Key Responsibilities:
1. Strategic Talent Sourcing & Acquisition:
- Develop and execute innovative sourcing strategies to build a robust pipeline of qualified candidates for both active and future requirements.
- Utilize multiple channels including online portals (LinkedIn, Bayt, GulfTalent), internal databases, employee referrals, networking, and direct headhunting.
- Proactively build and maintain a network of potential candidates in the local market, with a strong focus on technically skilled professionals.
2. End-to-End Recruitment Process Management:
- Manage the entire recruitment cycle from job requisition to offer acceptance: posting, screening, interviewing, coordinating, and selecting.
- Conduct initial phone/video screenings to assess candidates’ qualifications, experience, salary expectations, and availability.
- Schedule and coordinate interviews between shortlisted candidates and hiring managers.
- Facilitate technical assessments or practical tests where required (e.g., for Crane Operators).
- Conduct professional reference and background checks in accordance with company policy.
3. Candidate Experience & Relationship Management:
- Serve as the primary point of contact for candidates, ensuring a positive and professional experience throughout the recruitment process.
- Provide timely and constructive feedback to all applicants.
- Build and maintain long-term relationships with past applicants and potential candidates for future opportunities.
4. Hiring Manager Partnership & Consultation:
- Partner closely with department heads and hiring managers to understand their specific team needs, role requirements, and team dynamics.
- Advise hiring managers on market trends, availability of talent, and competitive compensation benchmarks in the Qatari market.
- Participate in hiring calibration meetings to ensure alignment on candidate selection.
5. Compliance & Administration:
- Ensure all recruitment activities comply with Qatari labor law and company policies.
- Maintain accurate and up-to-date records in the Applicant Tracking System (ATS) or recruitment database.
- Prepare and manage employment offers, ensuring accuracy in terms of position, salary, and benefits.
- Coordinate with the PRO/HR Admin team for the smooth onboarding and visa processing of selected candidates.
6. Market Intelligence & Reporting:
- Stay abreast of industry trends, competitor activity, and changes in the local labor market.
- Generate regular recruitment reports on key metrics such as time-to-fill, cost-per-hire, and source effectiveness.
Qualifications & Experience:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Must be locally available in Qatar with a valid Qatar ID (QID) and transferable work permit.
- Minimum of 5-7 years of proven experience as a Recruiter or Talent Acquisition Specialist, with at least 3 years within Qatar.
- Demonstrable experience recruiting for technical/engineering roles in the construction, oil & gas, or industrial services sectors is essential.
- Extensive knowledge of the Qatari labor market, recruitment channels, and employment laws (Qatar Labor Law).
Required Skills & Competencies:
- Technical Acumen: Ability to understand and evaluate technical job requirements for roles like Lifting Engineers and Crane Operators.
- Sourcing Expertise: Mastery of Boolean search techniques and social media recruiting (especially LinkedIn).
- Excellent Communication: Fluent in English (both written and spoken); knowledge of Arabic is a significant advantage.
- Negotiation & Influence: Strong ability to negotiate offers and manage hiring manager expectations.
- Organizational Skills: High level of efficiency and the ability to manage multiple requisitions simultaneously in a fast-paced environment.
- Discretion & Confidentiality: Must handle all candidate and company information with the utmost confidentiality.
