We are seeking a seasoned HSE Leader to champion this initiative and ensure a zero-harm environment.
Job Summary
The Project HSE Manager will be the primary focal point for all health, safety, and environmental matters on the project. You will be responsible for developing, implementing, and overseeing the HSE management system to ensure full compliance with company standards and UAE regulations. The ideal candidate will have a demonstrable track record in successfully managing HSE for large-scale horizontal housing projects, including roads, utilities, earthworks, and infrastructure.
Key Responsibilities
1. HSE Leadership & Strategy:
- Develop, implement, and maintain the Project HSE Plan, Emergency Response Procedures, and all related HSE programs.
- Provide strategic direction and leadership to the project team on all HSE matters.
- Promote a strong, proactive safety culture across all levels of the project.
2. Technical HSE Management:
- Conduct comprehensive risk assessments and method statement reviews for all project activities, with a focus on horizontal construction (e.g., excavation, trenching, utility installation, roadworks, heavy vehicle movement).
- Ensure all site operations comply with local UAE regulations (Abu Dhabi EHSMS, DM, ADM etc.) and international best practices.
- Lead the project's HSE audit and inspection program, including compliance with ISO 45001 standards.
- Investigate all incidents, near-misses, and dangerous occurrences to determine root cause and implement effective corrective actions.
3. Compliance & Reporting:
- Act as the primary liaison with the Client, Consultant, and relevant government authorities on HSE issues.
- Prepare and submit timely HSE performance reports to project and senior management.
- Maintain all HSE records, documentation, and statutory compliance certificates.
4. Training & Competence:
- Identify project-specific HSE training needs.
- Develop and deliver effective HSE inductions, tool-box talks, and awareness campaigns.
- Ensure all personnel on site are competent for their assigned tasks.
5. Emergency Preparedness:
- Develop and test the project's emergency response plan.
- Organize and lead emergency drills (e.g., fire, evacuation, medical emergency).
Requirements & Qualifications
- Education: Bachelor’s Degree in Engineering (Civil, Mechanical, Environmental) or a related field.
- Certifications (Mandatory):
- NEBOSH International Diploma in Occupational Health and Safety or equivalent.
- ISO 45001 Lead Auditor certification.
- Additional certifications (e.g., IOSH, CSP, First Aid) are highly advantageous.
- Experience:
- A minimum of 15 years of overall HSE experience within the construction industry.
- At least 10 years in a dedicated HSE Managerial role on major construction projects.
- Proven track record on horizontal housing projects is essential. This experience must be clearly detailed in the CV, specifying projects involving bulk earthworks, road networks, potable water/sewerage networks, stormwater drainage, and electrical/telecom infrastructure.
- Knowledge & Skills:
- In-depth and practical knowledge of UAE HSE legal requirements and regulatory frameworks.
- Exceptional leadership, interpersonal, and communication skills to influence and engage a diverse workforce.
- Strong analytical and problem-solving skills with a keen eye for detail.
- Proficiency in MS Office and HSE management software.
