Position Summary:
We are seeking a highly skilled and proactive HSE Engineer to join our dynamic team. The ideal candidate will play a key role in developing, implementing, and monitoring health, safety, and environmental programs to ensure compliance with regulatory standards and company policies. Your expertise will be crucial in fostering a robust safety culture, mitigating risks, and safeguarding our people, assets, and the environment across our oil and gas operations.
Key Responsibilities:
- HSE Management System: Implement and maintain the company's HSE Management System (e.g., aligned with ISO 45001 & ISO 14001) on project sites and facilities.
- Risk Management: Conduct comprehensive risk assessments, Job Safety Analysis (JSA), and Hazard Operability Studies (HAZOP) for routine and non-routine activities. Develop and enforce effective control measures.
- Compliance & Audits: Ensure strict compliance with all local, national, and international HSE regulations and client-specific requirements. Lead and participate in internal and external HSE audits and inspections.
- Incident Investigation: Lead thorough investigations of all incidents, near-misses, and accidents to determine root causes. Prepare detailed reports and ensure timely implementation of corrective and preventive actions.
- Training & Competence: Develop and deliver effective HSE inductions, training, and toolbox talks. Promote HSE awareness and competence among all employees and contractors.
- Site Monitoring & Supervision: Conduct daily site walks, inspections, and behavioral safety observations. Monitor high-risk activities (e.g., hot work, confined space entry, working at height) to ensure safe work practices are followed.
- Emergency Preparedness: Develop, update, and test site-specific emergency response plans. Organize and participate in emergency drills.
- Performance Reporting: Collect, analyze, and report HSE performance data (KPIs). Prepare weekly/monthly HSE reports for management, highlighting trends and recommending improvements.
- Contractor HSE Management: Review and evaluate contractor HSE plans and performance. Ensure contractor activities align with project HSE requirements.
- Environmental Protection: Monitor environmental aspects, manage waste, and ensure controls are in place to prevent pollution.
Qualifications & Experience:
- Education: Bachelor’s degree in Engineering (Chemical, Mechanical, Petroleum, Industrial, or related field).
- Certification: NEBOSH International General Certificate (IGC) or General Certificate (GC) is mandatory. Additional certifications (e.g., NEBOSH Diploma, IOSH, OSHA, Certified Safety Professional) are a strong advantage.
- Experience: Minimum of 8 years of overall HSE experience.
- At least 2 years in a dedicated HSE Engineer or similar role within the Oil & Gas industry (Upstream, Downstream, Petrochemical, or Offshore).
- Proven hands-on experience on live operational sites is essential.
- Knowledge:
- In-depth knowledge of HSE legislation and industry best practices (OSHA, NFPA, API, etc.).
- Strong understanding of Process Safety Management (PSM) principles.
- Proficiency in incident investigation methodologies (e.g., TapRoot, 5 Whys).
- Competent in conducting risk assessments and developing safe systems of work.
