Reports To: Project Manager / Project Controls Manager

Job Summary:

The Cost Control Engineer is responsible for monitoring and reporting on the financial performance of a construction project. This role ensures that costs are tracked against the budget, potential overruns are identified early, and management has accurate data for decision-making. The level of responsibility and complexity of tasks will differ between a Junior and a Senior role.

Key Responsibilities:

Budget & Forecasting:
Assist in the preparation of the detailed project budget.
Maintain the project cost control system, ensuring all committed and expended costs are accurately recorded.
Prepare and update cost forecasts (Estimate at Completion - EAC) based on actual progress and commitments.
Monitoring & Reporting:
Track all project costs, including labor, materials, equipment, subcontractors, and indirect costs.
Analyze variances between the budget, actual costs, and forecast.
Prepare regular cost reports (weekly/monthly) for project management, highlighting key variances, risks, and opportunities.
Monitor cash flow and support the preparation of payment applications to the client.
Commitment Control:
Review subcontractor and supplier invoices for accuracy against contracts and work completed.
Track and value variations and change orders.
Maintain a register of all commercial commitments.
Junior Level Focus: May focus on data entry, invoice verification, and generating standard reports under supervision.
Senior Level Focus: Leads the cost control function for a major package or the entire project, performs complex variance analysis, develops mitigation plans, and interfaces directly with commercial managers.

Qualifications & Experience:

Bachelor’s degree in Engineering, Finance, Accounting, or Construction Management.
Experience level:
Junior Cost Control Engineer: 0-3 years of experience. Internship experience in a project environment is a plus.
Senior Cost Control Engineer: 5-10 years of experience in project cost control on construction projects.
Proficiency in cost control software (e.g., Oracle Primavera Unifier, SAP) and advanced MS Excel skills.
Strong analytical, numerical, and problem-solving skills.
Understanding of project accounting principles and contract management.
