Job Title: General Foreman - 132kV Cable Laying Project

Reporting To: Project Manager / Construction Manager

Supervising: Civil Foreman, Electrical Foreman, and all direct-hire and subcontractor field personnel.

Overall Purpose of the Role:

The General Foreman is the senior on-site authority responsible for the overall planning, coordination, execution, and safety of the 132kV underground cable laying project. This role ensures that all civil and electrical activities are integrated seamlessly, completed on time, within budget, and in strict compliance with all quality, safety, and environmental standards.

Key Responsibilities:

1. Project Leadership & Coordination:

Act as the primary point of contact for all field operations, providing direct leadership to the Civil and Electrical Foremen.
Develop and maintain the overall project look-ahead schedules and daily work plans in coordination with the Project Manager.
Lead daily toolbox talks and weekly coordination meetings with all foremen and subcontractors.
Coordinate the sequence of work between civil (trenching, duct bank installation, manhole construction) and electrical (cable pulling, termination, and splicing) crews to ensure optimal workflow and minimize downtime.
Manage and allocate labor, equipment, and materials resources across all project phases.

2. Safety, Health, and Environment (HSE):

Enforce a "Zero Harm" safety culture on site. Serve as the ultimate on-site authority for safety compliance.
Ensure all work is performed in accordance with the project's Safety Plan, Permit-to-Work systems (excavation, hot work, etc.), and company HSE policies.
Conduct regular site safety inspections and audits, identifying and mitigating hazards proactively.
Lead incident investigations for any accidents, near-misses, or safety violations and implement corrective actions.

3. Quality Assurance & Control:

Ensure all civil and electrical work complies with project specifications, design drawings, and relevant national/international standards (e.g., IEC, IEEE, ANSI).
Oversee the inspection and acceptance of all delivered materials (cable, ducts, joints, etc.).
Ensure all quality control checks and tests (e.g., cable reel tests, duct rodding, pre-pulling inspections) are completed and documented correctly.
Manage the non-conformance reporting process for any defective work or materials.

4. Technical & Administrative:

Review and understand all project documentation, including construction drawings, method statements, and cable pulling calculations.
Manage site access, security, and logistics.
Maintain accurate daily field reports, progress records, manpower counts, and equipment logs.
Liaise with client representatives, consultants, and local authorities as required.

Qualifications and Experience:

High School Diploma required; Degree or Diploma in Civil/Electrical Engineering or Construction Management preferred.
Minimum of 10+ years of experience in heavy civil or electrical construction, with at least 5 years in a General Foreman or Superintendent role.
Proven experience specifically on high-voltage (≥132kV) underground cable installation projects.
Extensive knowledge of both civil works (deep excavation, shoring, concreting) and electrical works (HV cable handling, terminations, testing).
Certified in safety training (e.g., OSHA 30-hour, NEBOSH, or equivalent).
Exceptional leadership, communication, and problem-solving skills.
