Job Title: HSE Manager / Engineer / Officer

Department: Health, Safety, and Environment (HSE)

Reports To: Project Manager / Corporate HSE Director

Job Summary:

This role is responsible for establishing, implementing, and maintaining the project's Health, Safety, and Environmental (HSE) management system. The primary goal is to foster a proactive safety culture, ensure compliance with legal and contractual requirements, and prevent all incidents. The level of responsibility (Manager, Engineer, Officer) will depend on the project's scale and complexity, but all are focused on protecting people, property, and the environment.

Key Responsibilities:

HSE System Implementation:
Implement and monitor the project-specific HSE plan, policies, and procedures.
Ensure all site activities comply with local, national, and corporate HSE regulations and standards.
Conduct regular site inspections and audits to identify unsafe acts, conditions, and environmental risks.
Lead incident investigations using recognized root cause analysis techniques and ensure timely reporting and closure of corrective actions.
Training & Communication:
Develop and deliver HSE induction programs for all new personnel and visitors.
Organize and conduct regular safety toolbox talks, training sessions, and emergency response drills.
Promote HSE awareness through campaigns, posters, and positive recognition programs.
Facilitate the project's HSE committee meetings.
Risk Management:
Review contractor method statements and risk assessments (RAMS) to ensure adequate control measures are in place.
Conduct and facilitate formal risk assessments (e.g., Job Safety Analysis) for high-risk activities.
Monitor environmental aspects such as waste management, dust control, and noise pollution.
Performance Monitoring & Reporting:
Maintain accurate HSE records, including inspection reports, incident reports, training logs, and statistical data.
Prepare and submit regular HSE performance reports to project and corporate management.
Track leading and lagging indicators to identify trends and recommend proactive improvements.

Qualifications & Experience:

Bachelor’s degree in Engineering, Environmental Science, or Occupational Health & Safety.
Professional certifications such as NEBOSH International General Certificate (or Diploma), IOSH Managing Safely, or equivalent.
Experience level varies by title:
HSE Officer: 3-5 years of site-based HSE experience.
HSE Engineer: 5-8 years of experience, with engineering background preferred.
HSE Manager: 10+ years of experience, with proven leadership in managing HSE for large-scale projects.
Strong knowledge of HSE regulations and best practices.
Excellent communication, interpersonal, and influencing skills.
First aid certification is a plus.
