Job Title: Procurement Engineer (Civil / MEP)

Reports To: Project Manager / Procurement Manager

Job Summary:

The Procurement Engineer acts as the technical and commercial bridge between the project team and the supply chain. This role is responsible for the strategic sourcing, negotiation, and timely delivery of all materials, equipment, and subcontractor services required for the project. A Civil Procurement Engineer focuses on structural materials, finishes, and civil subcontracts, while an MEP Procurement Engineer focuses on electro-mechanical equipment, systems, and MEP trade packages.

Key Responsibilities:

Sourcing & Tendering:
Review project specifications, bills of quantities (BOQs), and drawings to identify procurement requirements.
Identify, pre-qualify, and register potential suppliers and subcontractors.
Prepare and issue Requests for Quotations (RFQs) / Tender packages to a bidders list.
Conduct technical and commercial evaluations of bids, preparing comparison statements and negotiation strategies.
Negotiation & Contracting:
Lead negotiations with suppliers/subcontractors to secure the best possible terms regarding price, delivery schedule, payment terms, and quality.
Prepare and issue Letters of Intent (LOIs) and draft purchase orders or subcontract agreements.
Coordinate with the legal and commercial teams to finalize contracts.
Expediting & Logistics:
Issue purchase orders and track orders from placement to delivery.
Coordinate with suppliers on manufacturing schedules, inspection requirements (with QA/QC), and shipping/logistics.
Ensure that all technical submittals and shop drawings are approved by the project team before fabrication begins.
Proactively resolve any supply chain issues that could impact the project schedule.
Supplier Management:
Build and maintain strong relationships with key suppliers and subcontractors.
Maintain an up-to-date database of suppliers, their performance, and market rates.
Stay informed about market trends, new materials, and potential supply chain risks.

Qualifications & Experience:

Bachelor’s degree in Engineering (Civil, Mechanical, or Electrical).
Minimum of 5-10 years of experience in procurement, specifically within the construction industry.
For Civil Procurement Engineer: Deep knowledge of reinforced steel, concrete, formwork, finishes, and civil works subcontracts.
For MEP Procurement Engineer: Deep knowledge of HVAC equipment, pumps, generators, switchgear, cabling, plumbing fixtures, and MEP systems subcontracts.
Strong negotiation, communication, and interpersonal skills.
Excellent organizational and time management skills, with the ability to manage multiple orders simultaneously.
Proficiency in procurement software and MS Office Suite.
