About the Role

We are seeking a highly experienced and results-driven Project Manager to lead the end-to-end delivery of major, complex infrastructure projects under a Public-Private Partnership (PPP) model. This is a senior leadership role requiring exceptional technical expertise, strategic vision, and a proven track record in managing large-scale projects from design and construction through to operation and maintenance.

The successful candidate will be responsible for ensuring project success in terms of safety, quality, budget, and timeline, while effectively managing all stakeholders and leading high-performing teams.

Key Responsibilities

Lead and oversee the entire project lifecycle (design, procurement, construction, commissioning, operation, and maintenance) for major PPP infrastructure projects.
Serve as the primary point of contact and authority for the project, ensuring all contractual, technical, and financial obligations are met.
Develop and manage detailed project plans, budgets, schedules, and risk registers.
Provide strong leadership to multidisciplinary project teams, consultants, and contractors.
Manage complex stakeholder relationships, including government entities, private partners, investors, and community representatives.
Ensure strict adherence to all health, safety, environmental, and quality (HSEQ) standards and regulations.
Prepare and present regular progress reports to senior management, boards, and stakeholders.
Drive project performance to achieve key milestones and strategic objectives.

Qualifications & Experience

Mandatory Requirements:

Education: Bachelor’s degree in Civil, Geotechnical, Mining Engineering, or an equivalent field.
Certifications:
Chartered / Professional Engineer status (CEng, MICE, PE, or internationally recognized equivalent) is mandatory.
Project Management Professional (PMP) certification is mandatory.
Experience:
A minimum of 15 years of overall experience in the design, construction, and O&M of large-scale infrastructure projects.
At least 10 years of post-professional qualification (Chartered/PE) experience.
Proven experience as a Project Manager (or equivalent senior leadership role) on at least two similar large-scale PPP projects.

Preferred Skills & Competencies:

In-depth understanding of PPP project frameworks, contracts, and financial models.
Outstanding leadership, communication, and negotiation skills.
Strong financial acumen and experience managing project budgets exceeding $100M+.
Excellent problem-solving and decision-making abilities in high-pressure environments.
Proficient in project management software and tools.
