Job Title: Civil Project Manager
Location: Abu Dhabi, UAE
Reporting To: Senior Project Director / Operations Manager
Sector: Construction & Infrastructure (e.g., High-rise Buildings, Mega Infrastructure, Large-scale Residential/Commercial Developments)
Overall Purpose:
To lead and assume full accountability for the planning, execution, procurement, financial management, and successful timely delivery of a major civil construction project within scope, quality, budget, and safety standards. The role is the primary point of contact for the client, consultants, and authorities, ensuring all project objectives are met in compliance with Abu Dhabi's stringent regulations and client expectations.
Key Responsibilities:
Project Leadership & Strategy:
Develop and implement the overall Project Execution Plan (PEP), including master schedule, budget, resource allocation, and risk management strategy.
Lead, mentor, and coordinate the entire project team (site managers, engineers, QA/QC, HSE, subcontractors).
Chair weekly progress meetings with internal teams, clients, and consultants.
Client & Stakeholder Management:
Act as the primary liaison with the Client, Consultant (Engineer), and relevant Abu Dhabi authorities (e.g., Department of Municipalities and Transport - DMT, Abu Dhabi City Municipality, ADDC, Etisalat).
Ensure clear communication, manage expectations, and negotiate variations or claims.
Prepare and present formal monthly project reports detailing progress, financial status, risks, and forecasts.
Commercial & Financial Management:
Hold full P&L responsibility for the project. Monitor and control project budget and cash flow.
Oversee the procurement process, major subcontractor packages, and material orders.
Review and approve interim payment applications, subcontractor invoices, and cost-to-complete forecasts.
Manage the change order (variation) process and contractual claims in line with FIDIC conditions commonly used in the UAE.
Planning & Delivery:
Ensure project milestones are achieved on schedule using advanced planning tools (Primavera P6, MS Project).
Proactively identify and mitigate critical path delays.
Ensure final handover, including all authority NOCs (No Objection Certificates), As-built drawings, and operation manuals, is completed per the contract.
Compliance & Safety:
Enforce a "Zero Accident" policy, ensuring full compliance with Abu Dhabi's HSE regulations (based on local codes and international best practices).
Guarantee all works adhere to the approved project specifications, Abu Dhabi Building Codes (ADBC), and Estidama/ sustainability requirements where applicable.
Ensure rigorous Quality Assurance and Quality Control (QA/QC) procedures are followed.
Requirements for Abu Dhabi Context:
Education: Bachelor’s degree in Civil Engineering. Master’s degree or PMP/PMI certification is a significant advantage.
Experience: Minimum 15+ years in construction, with at least 8+ years in a proven Project Manager role.
Local Experience: Essential. Must have a minimum of 5-7 years of direct project management experience within the UAE, with a proven track record of delivering projects in Abu Dhabi.
Technical Skills: Expert in project management software (Primavera P6), MS Office, and AutoCAD viewer. Deep knowledge of local authority submission and approval procedures.
Soft Skills: Exceptional leadership, negotiation, financial acumen, and crisis management skills. Ability to work under immense pressure in a fast-paced environment.
Licensing: Must be eligible for or hold relevant UAE engineering membership (e.g., Society of Engineers - Abu Dhabi).
