About the Role
We are seeking an experienced and dynamic Head of HSE for an urgent appointment within our global operations in Dubai. This is a critical leadership role for an individual with deep knowledge of UAE regulations and a proven track record in driving HSE transformation. You will be responsible for the strategic direction and operational excellence of all HSE activities, leading a team of approximately 20 professionals across the region.
Key Responsibilities
- Strategic Leadership & Transformation: Develop and execute a comprehensive HSE strategy aligned with global corporate standards and local regulatory requirements. Lead and drive a culture of continuous HSE improvement and transformational change across all sites.
- Regulatory Compliance & Advocacy: Serve as the subject matter expert on all UAE HSE regulations (including Dubai Municipality, DED, ADNOC Codes, FANR, etc.). Ensure 100% compliance, maintain all permits and licenses, and represent the company with government authorities.
- Team & System Management: Directly manage and mentor an HSE team of ~20 staff. Oversee the development, implementation, and maintenance of the company's integrated HSE management system (ISO 45001, ISO 14001).
- Risk Management: Lead risk assessment initiatives (HIRA, HAZOP, etc.), incident investigations (Root Cause Analysis), and ensure effective corrective/preventive actions are implemented.
- Performance & Reporting: Establish KPIs, monitor HSE performance metrics, and provide regular reports to senior management and global headquarters. Drive initiatives to achieve 'zero harm' and sustainability objectives.
- Contractor & Stakeholder Management: Ensure contractor HSE compliance and foster strong HSE collaboration with clients, partners, and internal stakeholders (Operations, Engineering, HR).
- Training & Culture: Champion a proactive safety culture. Develop and oversee the delivery of effective HSE training programs for employees at all levels.
Requirements
- Essential: In-depth, demonstrated knowledge of UAE HSE regulatory frameworks and enforcement practices.
- Proven Experience: A minimum of 12-15 years of progressive HSE experience, with at least 5-7 years in a senior leadership role within heavy manufacturing, oil & gas, construction, or related industrial sectors in the GCC.
- Transformation Portfolio: Documented success in leading HSE transformation programs, cultural change, and performance turnaround in a multi-site organization.
- Leadership: Proven ability to build, manage, and inspire a large team (experience with teams of 15+ is required). Strong interpersonal and influencing skills.
- Systems Expertise: Hands-on experience with HSE management systems, audit protocols, digital HSE tools, and data-driven performance management.
- Qualifications: A relevant Bachelor’s degree in Engineering, Occupational Health & Safety, or Environmental Science. NEBOSH Diploma or equivalent is essential. Additional certifications (CSP, IOSH, ISO Lead Auditor) are highly advantageous.
- Urgency: Immediate availability or a very short notice period is strongly preferred. Candidates already located in the UAE will be prioritized.
