Procurement / Materials Manager
Location: Kingdom of Saudi Arabia
Sector: Water & Wastewater Infrastructure
Job Purpose:
To develop and execute the project procurement strategy, ensuring the timely and cost-effective acquisition of all materials, equipment, and services required for construction. This role is critical for managing the supply chain, optimizing costs, and ensuring materials comply with project specifications and sustainability goals .
Key Responsibilities:
- Strategic Sourcing: Develop and implement procurement plans aligned with the project schedule. Identify, qualify, and select suppliers and subcontractors for specialized items like pumps, pipes (steel, HDPE, GRP), valves, and treatment equipment .
- Vendor Management: Establish and maintain strong relationships with vendors. Negotiate contracts, pricing, and delivery terms to secure the best value. Monitor supplier performance to ensure quality and on-time delivery .
- Expediting & Logistics: Track and expedite orders to ensure materials arrive on site as per the construction schedule. Coordinate logistics, including importation, customs clearance, and site delivery .
- Inventory & Quality Control: Manage site material receiving, storage, and inventory control. Ensure all incoming materials are inspected and conform to project specifications and quality standards .
- Compliance & Sustainability: Ensure all procurement activities comply with company policies, client requirements, and relevant regulations. Integrate sustainability into sourcing decisions, prioritizing environmentally friendly products and responsible suppliers .
Qualifications & Experience:
- Education: Bachelor's Degree in Engineering, Supply Chain Management, or Business Administration. A Master's degree or professional certification (e.g., CIPS) is preferred .
- Experience: Minimum of 12-15 years of procurement experience, with at least 5 years in a managerial role on large-scale EPC infrastructure or water/wastewater projects .
- Technical Skills: Strong knowledge of the local and international supplier market for water and wastewater materials. Proficient in ERP systems and procurement software. Excellent negotiation and contract management skills .
- Soft Skills: Strategic thinker with strong analytical and problem-solving abilities. Collaborative, ethical, and adaptable to changing project demands .
