Position: HSE Officer
Department: Health, Safety & Environment
Reports To: HSE Engineer / HSE Manager
Job Summary:
The HSE Officer is the frontline implementation and monitoring resource for HSE programs on site. This role focuses on daily enforcement, observation, and promotion of safe work practices to ensure a safe working environment for all personnel.
Key Responsibilities:
- Site Patrols & Monitoring: Conduct frequent walks of the entire worksite to identify hazards, unsafe acts, and unsafe conditions. Ensure immediate corrective actions are taken.
- Compliance Enforcement: Ensure all personnel wear appropriate PPE and adhere to site safety rules. Have the authority to stop unsafe work.
- Toolbox Talks: Assist in the preparation and delivery of daily toolbox talks to work crews.
- Equipment & Facility Checks: Inspect fire extinguishers, first aid kits, scaffolding, lifting equipment, and welfare facilities to ensure they are in safe and serviceable condition.
- Incident Reporting: Be the first responder to incidents, secure the scene, provide first aid if certified, and immediately report to the HSE Engineer/Manager.
- Permit Compliance: Monitor ongoing work under permits (hot work, excavation, confined space) to ensure all controls are in place.
- Record Keeping: Maintain daily HSE logs, inspection records, and attendance sheets for inductions/trainings.
- HSE Promotion: Actively promote safety awareness and a positive safety culture among the workforce.
Qualifications & Skills:
- Diploma in Health & Safety, Engineering, or a related field.
- IOSH Managing Safely, OSHA 30-hour, or equivalent certification.
- 3+ years of experience as an HSE Officer in construction.
- Strong knowledge of basic construction safety practices and hazard identification.
- Excellent communication and interpersonal skills, with the ability to work with a diverse workforce.
- Must be assertive, vigilant, and proactive.
