HSE Manager / HSE Officer
Job Title: HSE Manager / HSE Officer (OSHA / NEBOSH)
Location: Kingdom of Saudi Arabia
Job Summary:
We are seeking dedicated Health, Safety, and Environmental professionals to foster a world-class safety culture on our construction sites. The roles involve implementing HSE policies, conducting risk assessments, and ensuring compliance with Saudi OSH regulations and client requirements. The level of responsibility will depend on whether the candidate fills the Manager or Officer role.
Key Responsibilities (Differentiated by Level):
- HSE Manager (Strategic & Oversight):
- Develop and implement the Project HSE Plan and emergency response procedures.
- Lead the incident investigation process (Root Cause Analysis).
- Chair the project safety committee and report to top management on HSE performance (LTIF, TRIR).
- Liaise with client HSE teams, civil defense, and regulatory bodies.
- Conduct regular management site tours and audits.
- HSE Officer (Site Implementation):
- Conduct daily site inspections to identify hazards and unsafe acts/conditions.
- Issue permits to work (PTW) for high-risk activities (confined space entry, hot work, excavation).
- Deliver safety inductions and toolbox talks to the workforce.
- Maintain first aid facilities and conduct safety drills.
- Monitor environmental aspects like dust suppression and waste management.
Qualifications & Experience:
- Education: Bachelor’s degree/Diploma in Engineering or Science.
- Certification: NEBOSH International General Certificate (IGC) or NEBOSH International Diploma (for Manager level). OSHA 30-Hour is mandatory. Lead Auditor certification is a plus.
- Experience:
- Manager: 12+ years in HSE, with at least 5 years in construction HSE management in KSA.
- Officer: 5+ years of site HSE experience in construction.
- Industry Knowledge: Experience with high-risk activities in infrastructure (deep excavations, heavy lifting, confined spaces).
- Skills: Strong communication skills to engage with a multi-lingual workforce (Urdu, Hindi, Arabic speakers is a plus).
