Civil Estimator – Job Description
Job Title: Civil Estimator / Civil Cost Estimator / Quantity Surveyor (Civil)

Reports To: Estimation Manager / Commercial Manager / Tender Manager
Job Summary
A Civil Estimator is responsible for preparing accurate cost estimates for civil construction projects. The role involves analyzing drawings, specifications, and tender documents to calculate quantities, material requirements, labor, equipment, and subcontractor costs. The Civil Estimator ensures competitive, realistic, and profitable pricing for infrastructure, building, and industrial projects.
Key Responsibilities
Tender Review & Quantity Takeoff
- Review tender documents, drawings, specifications, and project scope.
- Perform detailed quantity takeoff for civil works (earthworks, concrete, steel, finishing, etc.).
- Prepare Bill of Quantities (BOQ) based on project requirements.
- Identify scope gaps, exclusions, and assumptions.
Cost Estimation & Pricing
- Prepare detailed cost estimates for civil construction activities.
- Analyze material, labor, equipment, and subcontractor costs.
- Develop unit rates for various civil items of work.
- Ensure competitive and accurate pricing for tender submissions.
Rate Analysis & Cost Breakdown
- Perform rate analysis for civil construction activities.
- Evaluate productivity rates for manpower and equipment.
- Prepare cost breakdown structures (CBS).
- Identify cost-saving opportunities and value engineering options.
Tendering & Bid Preparation
- Prepare complete tender submissions including pricing sheets.
- Coordinate with engineering, procurement, and planning teams.
- Review technical specifications and ensure compliance.
- Support clarification responses during tender evaluation.
Vendor & Subcontractor Coordination
- Obtain quotations from suppliers and subcontractors.
- Evaluate vendor offers for technical and commercial compliance.
- Compare pricing and negotiate rates.
- Maintain database of suppliers and subcontractors.
Risk Assessment & Value Engineering
- Identify project risks affecting cost and execution.
- Assess impact of design changes and site conditions.
- Include contingencies in estimates where required.
- Propose value engineering solutions to optimize cost.
Coordination & Communication
- Liaise with design, planning, procurement, and project teams.
- Attend pre-bid meetings and site visits.
- Clarify scope and technical requirements with clients.
- Support post-tender negotiations and revisions.
Documentation & Reporting
- Maintain records of estimates, pricing, and tender history.
- Prepare comparative cost analysis reports.
- Update cost databases and historical project data.
- Document lessons learned from previous bids.
Required Qualifications
- Bachelor’s Degree in Civil Engineering or related field.
- 3–10+ years of experience in civil estimation or quantity surveying.
- Experience in infrastructure, building, industrial, or EPC projects preferred.
- Strong understanding of construction methods and materials.
