HSE Officer / Inspector
We are seeking a qualified and experienced HSE Officer / Inspector to ensure compliance with health, safety, and environmental requirements across project and operational activities. The successful candidate will monitor workplace conditions, conduct inspections, identify hazards, promote safe working practices, and support the implementation of the company’s HSE policies and procedures.
Key Responsibilities
- Implement and monitor company HSE policies, procedures, and site-specific safety requirements.
- Conduct regular site inspections, safety audits, and workplace observations to identify hazards and unsafe practices.
- Ensure corrective and preventive actions are identified, documented, followed up, and closed within the required timeframe.
- Monitor compliance with applicable health, safety, environmental, and regulatory requirements.
- Conduct risk assessments and support the development and review of Job Safety Analysis (JSA), Job Hazard Analysis (JHA), and Method Statements.
- Conduct toolbox talks, safety inductions, awareness sessions, and other HSE training programs.
- Monitor high-risk activities, including work at height, lifting operations, confined spaces, hot work, excavation, electrical work, and work involving hazardous substances.
- Ensure appropriate PPE is available, correctly used, and maintained.
- Monitor housekeeping, access and egress, emergency preparedness, fire protection, and general site safety conditions.
- Inspect tools, equipment, machinery, scaffolding, lifting equipment, and other work systems for safety compliance.
- Investigate accidents, incidents, near misses, unsafe conditions, and environmental events and prepare detailed reports.
- Assist in emergency preparedness activities, drills, and response procedures.
- Maintain HSE records, inspection reports, incident statistics, training records, permits, and corrective-action registers.
- Monitor environmental practices, including waste management, spill prevention, pollution control, and proper handling of hazardous materials.
- Coordinate with supervisors, engineers, workers, subcontractors, and management to address HSE concerns.
- Stop or intervene in unsafe work activities when there is an immediate risk to personnel, equipment, or the environment.
- Support internal and external HSE audits and regulatory inspections.
- Promote a strong safety culture and encourage employees to report hazards and near misses.
- Provide regular HSE performance reports and recommendations to management.
Qualifications & Skills
- Diploma or Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Relevant HSE certification such as NEBOSH, IOSH, OSHA, or equivalent is preferred/required depending on the position.
- Proven experience as an HSE Officer, HSE Inspector, Safety Officer, Safety Inspector, or in a similar role.
- Strong knowledge of workplace health and safety principles and risk-management practices.
- Experience conducting site inspections, audits, risk assessments, and incident investigations.
- Good understanding of PPE, permit-to-work systems, emergency procedures, and safe work practices.
- Strong observation, communication, reporting, and problem-solving skills.
- Ability to identify hazards and recommend practical corrective actions.
- Ability to work effectively with employees, supervisors, contractors, and management.
- Good computer skills, particularly Microsoft Office and HSE reporting systems.
Preferred Experience
- Experience in construction, industrial, manufacturing, oil & gas, facilities, or infrastructure projects.
- Experience working with subcontractors and conducting contractor HSE inspections.
- Knowledge of ISO 45001 and ISO 14001 management systems.
- Experience with incident investigation techniques and root-cause analysis.
- Familiarity with local occupational health, safety, and environmental regulations.
