Mandatory Requirements:
- Graduate or Diploma holder in a relevant field (Facility Management, Engineering, HSE).
- 5–8 years of hands-on experience in managing large-scale labor accommodation camps.
- Strong, demonstrable knowledge of UAE HSE standards and local authority (e.g., DED, Civil Defence, Municipality) regulations for worker accommodations.
Detailed Job Description:
The Camp Superintendent is responsible for the overall management, maintenance, and compliance of the company's labor accommodation facilities. This role ensures a safe, hygienic, and well-maintained living environment for all residents in full compliance with UAE law and the company's duty of care obligations. The position requires a proactive and authoritative manager with a strong focus on welfare and regulations.
Key Responsibilities:
- Oversee the daily operations, security, cleanliness, and upkeep of the labor camp(s), ensuring they meet the highest standards.
- Ensure 100% compliance with all UAE regulations pertaining to worker accommodations, including DED (Ministry of Human Resources & Emiratisation), Civil Defence, and Municipality requirements.
- Implement and enforce all company HSE policies and procedures within the camp premises.
- Manage camp staff, including supervisors, cleaners, and security personnel.
- Coordinate maintenance and repair works for all camp facilities (rooms, kitchens, toilets, recreation areas).
- Manage utility consumption (water, electricity) and implement waste management procedures.
- Liaise with government authorities for inspections, renewals of permits, and resolution of any compliance issues.
- Handle resident inquiries, concerns, and disputes in a professional and timely manner.
- Maintain accurate records of residents, inspections, maintenance works, and compliance certificates.
- Conduct regular audits and inspections to identify and rectify any issues promptly.
Competencies & Skills:
- Regulatory Expertise: In-depth, practical knowledge of UAE labor accommodation laws and HSE codes of practice.
- Operational Management: Strong administrative and facilities management skills.
- Leadership & Discipline: Ability to manage large teams and maintain order and discipline in a multicultural environment.
- Problem-Solving: Practical and swift problem-solving abilities related to facilities and personnel.
- Languages: Proficiency in English is essential; knowledge of Hindi, Urdu, or other regional languages is highly beneficial.
