Senior HSE Manager – Job Description
We are looking for an experienced and proactive Senior HSE Manager to lead and manage Health, Safety, and Environmental activities across the organization. The role is responsible for developing and implementing HSE policies, ensuring legal and regulatory compliance, managing workplace risks, promoting a strong safety culture, and driving continuous improvement in HSE performance.
Key Responsibilities
- Develop, implement, and maintain company HSE policies, procedures, and management systems.
- Provide strategic leadership and guidance on health, safety, and environmental matters.
- Ensure compliance with applicable local laws, regulations, standards, and client HSE requirements.
- Conduct regular workplace inspections, safety audits, and risk assessments.
- Identify hazards and implement appropriate corrective and preventive measures.
- Develop and monitor Job Safety Analysis (JSA), Risk Assessments, Method Statements, and Permit-to-Work systems.
- Lead incident, accident, near-miss, and environmental investigations and ensure effective corrective actions.
- Monitor HSE performance through KPIs, inspections, audits, and management reports.
- Develop and conduct HSE training, toolbox talks, inductions, and awareness programs.
- Promote a positive safety culture and encourage employee participation in HSE initiatives.
- Ensure proper use of Personal Protective Equipment (PPE) and compliance with safe work practices.
- Develop and maintain emergency response, fire safety, evacuation, and crisis management plans.
- Coordinate emergency drills and evaluate emergency preparedness.
- Monitor environmental aspects including waste management, pollution prevention, and resource conservation.
- Coordinate with clients, contractors, consultants, authorities, and regulatory bodies on HSE matters.
- Evaluate contractor HSE performance and ensure compliance with company and project requirements.
- Review HSE plans, procedures, risk assessments, and method statements submitted by contractors.
- Maintain accurate HSE records, reports, permits, inspection findings, and incident documentation.
- Lead internal and external HSE audits and ensure timely closure of audit findings.
- Investigate unsafe conditions and behaviors and implement improvement initiatives.
- Provide regular HSE performance reports and recommendations to senior management.
- Keep the organization updated on changes in HSE legislation, standards, and best practices.
- Lead and mentor HSE officers, engineers, supervisors, and other safety personnel.
Requirements
- Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Professional HSE qualification such as NEBOSH, IOSH, OSHA, or equivalent is preferred.
- 8–12 years of relevant HSE experience, including significant experience in a managerial or leadership role.
- Experience in construction, engineering, manufacturing, EPC, oil & gas, or other industrial environments is preferred.
- Strong knowledge of HSE legislation, risk management, incident investigation, and safety management systems.
- Experience in conducting HSE audits, inspections, risk assessments, and compliance reviews.
- Strong leadership, communication, and interpersonal skills.
- Ability to manage HSE teams and coordinate effectively with multiple departments and contractors.
- Strong analytical and problem-solving abilities.
- Excellent report-writing and documentation skills.
- Ability to work under pressure and respond effectively to emergencies.
- Proficiency in MS Office and HSE reporting systems.
