Job Description – HSE Officer

Job Summary

We are seeking a qualified and experienced HSE Officer to ensure a safe and environmentally responsible workplace by implementing and monitoring health, safety, and environmental policies and procedures. The HSE Officer will conduct site inspections, identify hazards, promote safe work practices, investigate incidents, and ensure compliance with applicable regulations and project requirements.

Key Responsibilities

Health & Safety

Implement and monitor company and project HSE policies, procedures, and safety plans.
Conduct regular site inspections and identify unsafe conditions and unsafe acts.
Perform Job Safety Analysis (JSA), Risk Assessments, and Hazard Identification.
Ensure appropriate control measures are implemented for identified hazards.
Monitor compliance with Permit to Work (PTW) systems.
Conduct toolbox talks, safety briefings, inductions, and awareness programs.
Ensure workers use appropriate Personal Protective Equipment (PPE).
Monitor high-risk activities such as lifting operations, work at height, confined space entry, excavation, hot work, and electrical work.
Verify that scaffolding, ladders, lifting equipment, tools, and machinery are properly inspected and safe for use.
Stop unsafe work when necessary and ensure corrective actions are implemented.
Promote a strong safety culture throughout the project/site.

Environmental Management

Monitor site activities for compliance with environmental requirements.
Ensure proper handling, storage, and disposal of hazardous and non-hazardous waste.
Monitor pollution prevention measures, including control of spills, dust, noise, and emissions.
Conduct environmental inspections and maintain relevant records.
Report environmental incidents and assist in implementing corrective actions.

Incident Management

Report, investigate, and document accidents, near misses, and unsafe occurrences.
Assist in determining root causes and recommend corrective and preventive actions.
Maintain incident, accident, and near-miss records.
Follow up on corrective actions until closure.
Participate in emergency response and evacuation activities.

Training & Awareness

Conduct HSE inductions for new employees, contractors, and visitors.
Organize toolbox talks and safety training sessions.
Promote awareness of emergency procedures, PPE requirements, and safe working practices.
Maintain records of HSE training and competency assessments.

Documentation & Reporting

Prepare daily, weekly, and monthly HSE reports.
Maintain inspection checklists, risk assessments, permits, training records, and safety statistics.
Monitor HSE KPIs and communicate performance to management.
Assist with internal and external HSE audits.
Ensure required HSE documentation is available and up to date.

Required Qualifications

Diploma/Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
[0–X] years of relevant HSE experience.
Strong knowledge of workplace health and safety practices.
Good understanding of risk assessment, JSA, PTW, incident investigation, and emergency response.
Knowledge of applicable HSE legislation, regulations, and industry standards.
Good communication and interpersonal skills.
Ability to work effectively with employees, contractors, supervisors, and management.

IOSH Managing Safely
OSHA training/certification
First Aid / CPR
Fire Safety
Work-at-Height / Confined Space training
Other project- or industry-specific HSE certifications
