Job Summary
The HSE Officer is responsible for implementing, monitoring, and enforcing health, safety, and environmental policies on construction or industrial sites. The role ensures compliance with legal regulations, company standards, and client requirements while promoting a strong safety culture, preventing accidents, and minimizing environmental impact.
Key Responsibilities
- Implement and monitor Health, Safety, and Environmental (HSE) policies and procedures on site.
- Conduct regular site inspections and safety audits to identify hazards and unsafe practices.
- Ensure compliance with local regulations, project requirements, and international safety standards.
- Deliver daily safety briefings, toolbox talks, and awareness training to site personnel.
- Investigate incidents, near misses, and accidents, and prepare detailed reports with corrective actions.
- Maintain and update risk assessments, method statements (RAMS), and safety documentation.
- Monitor contractor compliance with safety rules, PPE usage, and safe work practices.
- Ensure proper implementation of emergency response procedures and evacuation plans.
- Coordinate safety drills such as fire drills, rescue drills, and emergency simulations.
- Review permits to work (PTW) for high-risk activities such as hot work, lifting, and working at height.
- Maintain HSE records, inspection logs, and statistical safety reports.
- Ensure proper storage, handling, and disposal of hazardous materials and waste.
- Stop unsafe work practices and take corrective actions when necessary.
- Liaise with site management, contractors, and regulatory authorities on safety matters.
Required Qualifications
- Diploma or Bachelor's degree in Occupational Health and Safety, Engineering, or related field.
- Professional certifications such as NEBOSH, IOSH, or equivalent (preferred or required depending on project).
- 2–8+ years of experience in construction or industrial HSE roles.
Required Skills
- Strong knowledge of occupational health, safety, and environmental regulations.
- Familiarity with risk assessment, hazard identification, and control measures.
- Knowledge of construction site safety practices and permit-to-work systems.
- Strong communication and training skills.
- Ability to investigate incidents and prepare detailed reports.
- Good observation skills and attention to detail.
- Ability to enforce safety rules and influence worker behavior.
- Basic computer skills (MS Office and reporting tools).
