Job Summary
The Hard Services Manager is responsible for planning, managing, and overseeing the delivery of hard facilities management services to ensure the safe, reliable, and efficient operation of all building systems and infrastructure. The role includes managing planned preventive maintenance (PPM), reactive maintenance, engineering operations, mechanical, electrical, plumbing (MEP) systems, HVAC, fire and life safety systems, building management systems (BMS), and specialist contractors while ensuring compliance with statutory regulations, health and safety standards, contractual obligations, and budget requirements.
Key Responsibilities
Operational Management
- Plan, organize, and manage the delivery of hard facilities management services across assigned facilities.
- Develop and implement Planned Preventive Maintenance (PPM) schedules to maximize equipment reliability and minimize downtime.
- Oversee reactive and corrective maintenance activities, ensuring timely resolution of faults and service requests.
- Ensure the efficient operation and maintenance of HVAC, electrical, plumbing, mechanical, fire protection, elevators, generators, UPS systems, water systems, and other critical building infrastructure.
- Monitor asset performance and recommend lifecycle replacement or upgrade strategies.
- Ensure compliance with Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and contractual requirements.
- Conduct regular inspections, condition assessments, and technical audits of facilities and equipment.
- Support capital projects, refurbishments, and fit-out works from planning through completion.
Team Leadership
- Lead, supervise, and develop engineering supervisors, technicians, and maintenance personnel.
- Allocate resources, assign work, and monitor staff productivity and performance.
- Conduct training, coaching, and performance evaluations.
- Foster a culture of safety, accountability, teamwork, and continuous improvement.
Contractor and Vendor Management
- Manage specialist contractors and service providers delivering maintenance and engineering services.
- Evaluate contractor performance and ensure compliance with contracts, technical specifications, and safety requirements.
- Review maintenance reports, permits, risk assessments, and invoices.
- Coordinate contractor activities to minimize operational disruption.
Health, Safety, Environment, and Compliance
- Ensure compliance with applicable building codes, engineering standards, statutory regulations, and health, safety, and environmental requirements.
- Ensure safe systems of work, including permit-to-work procedures, lockout/tagout (LOTO), and risk assessments.
- Support emergency preparedness and business continuity plans.
- Coordinate statutory inspections, testing, and certification of building systems.
- Participate in internal and external audits and implement corrective actions.
Budget and Asset Management
- Prepare and manage maintenance budgets and operational expenditure.
- Monitor maintenance costs and identify opportunities for cost optimization and energy efficiency.
- Manage spare parts inventory and maintenance contracts.
- Develop asset registers and maintenance histories using Computerized Maintenance Management Systems (CMMS).
Reporting and Administration
- Prepare technical reports, maintenance schedules, KPI dashboards, and management reports.
- Maintain accurate maintenance records, statutory certificates, inspection reports, and engineering documentation.
- Analyze equipment performance and recommend continuous improvement initiatives.
- Provide technical advice and support to senior management and clients.
Qualifications
- Bachelor's degree or Diploma in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Facilities Management, or a related discipline.
- Professional registration or engineering certification is an advantage.
- Certification in Facilities Management, HVAC, electrical systems, or project management is desirable.
Experience
- Minimum of 7 years' experience in facilities management, engineering maintenance, or building services.
- At least 3 years in a supervisory or management role.
- Experience managing hard services within commercial buildings, hospitals, airports, hotels, industrial facilities, educational institutions, or mixed-use developments is preferred.
Required Skills
- Strong technical knowledge of MEP systems, HVAC, BMS, fire protection, and building infrastructure.
- Proven leadership and people management skills.

- Strong understanding of statutory compliance, engineering standards, and health and safety regulations.

- Strong communication and stakeholder management skills.
- Proficiency in Microsoft Office Suite, CMMS, and Building Management Systems (BMS).
- Ability to manage multiple projects and priorities in a fast-paced environment.

Working Conditions
- Office-based with frequent inspections of plant rooms, engineering facilities, and operational sites.
- Regular interaction with clients, contractors, suppliers, and engineering teams.
- May require after-hours work, emergency call-outs, weekends, or public holiday coverage.
- Occasional travel between facilities may be required.
- Use of appropriate Personal Protective Equipment (PPE) is required during site inspections and maintenance activities.
