HSE Officer (Health, Safety & Environment Officer)
Job Summary
The HSE Officer is responsible for implementing and monitoring health, safety, and environmental policies to ensure a safe workplace and compliance with company procedures, client requirements, and applicable regulations. The role involves conducting inspections, promoting safety awareness, investigating incidents, and supporting continuous improvement in HSE performance.
Key Responsibilities
- Implement and monitor the organization's Health, Safety, and Environment (HSE) management system.
- Ensure compliance with company policies, client requirements, and local HSE regulations.
- Conduct regular site inspections, audits, and risk assessments to identify hazards and recommend corrective actions.
- Monitor construction activities to ensure safe work practices and the proper use of personal protective equipment (PPE).
- Deliver safety inductions, toolbox talks, and HSE training programs for employees and contractors.
- Investigate incidents, accidents, and near misses, prepare reports, identify root causes, and recommend preventive measures.
- Maintain HSE records, permits, inspection reports, and incident documentation.
- Coordinate emergency preparedness activities, including drills and response planning.
- Monitor environmental controls such as waste management, dust control, noise, and pollution prevention.
- Ensure that work permits (e.g., hot work, confined space, work at height, excavation, lifting operations) are properly issued and followed.
- Support safety campaigns and promote a positive safety culture across the project.
- Coordinate with project managers, engineers, subcontractors, and clients on HSE matters.
- Follow up on corrective and preventive actions until they are effectively implemented.
- Prepare weekly and monthly HSE performance reports for management.
Qualifications
- Diploma or Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- 3–8 years of HSE experience in construction, infrastructure, industrial, or oil & gas projects.
- Experience in civil construction projects is preferred.
Certifications
- NEBOSH International General Certificate (IGC) or equivalent.
- IOSH Managing Safely or Working Safely.
- First Aid and Fire Safety certifications (preferred).
- OSHA certification (preferred).
Technical Skills
- Hazard Identification and Risk Assessment (HIRA)

- Permit-to-Work (PTW) systems
