Stakeholder Engineer
Location: Abu Dhabi, UAE
Reports To: Project Manager / Commercial Manager
Job Purpose:
To manage all external interfaces and secure necessary permissions, ensuring seamless project execution by liaising with government authorities, utility providers, and adjacent stakeholders.
Key Responsibilities:
- Identify all external stakeholders and authorities relevant to the project (e.g., Abu Dhabi Municipality (ADM), Department of Transport (DOT), ADDC, Etisalat/Du, Civil Defense, ADWEA, adjoining property owners).
- Prepare, submit, and relentlessly follow up on all applications for permits, licenses, and NOCs (No Objection Certificates) required for construction.
- Coordinate the design and approval process for permanent utility connections (water, electricity, sewer, telecom) and temporary site services.
- Manage the process for any road opening permits, traffic diversions, and hoarding approvals.
- Act as the primary point of contact for all stakeholder communications, attending meetings and facilitating site inspections by authorities.
- Resolve any complaints or issues raised by neighboring communities or authorities.
- Maintain a detailed tracker of all NOC/permit statuses and expiration dates, ensuring renewals are processed timely.
- Advise the project team on stakeholder-related constraints that may impact the schedule or methodology.
Qualifications & Experience:
- Bachelor’s degree in Civil Engineering or a related field.
- Minimum of 5-7 years of direct experience in stakeholder/authority liaison role within Abu Dhabi. UAE-wide experience is a plus.
- Essential: Extensive, proven network of contacts within key Abu Dhabi authorities and utility companies.
- Essential: Fluency in both Arabic and English (written and spoken).
- Excellent negotiation, diplomacy, and follow-up skills. Strong knowledge of local regulations and submission portals.
