Job Summary
The Health, Safety, and Environment (HSE) Officer is responsible for promoting and maintaining a safe, healthy, and environmentally responsible workplace. The role involves implementing HSE policies and procedures, ensuring compliance with applicable legislation and industry standards, conducting inspections and risk assessments, investigating incidents, delivering training, and fostering a strong safety culture across the organization.
Key Responsibilities
- Develop, implement, and monitor HSE policies, procedures, and programs.
- Ensure compliance with applicable health, safety, and environmental laws, regulations, and organizational standards.
- Conduct regular workplace inspections, audits, and safety observations to identify hazards and ensure compliance.
- Perform risk assessments and recommend appropriate control measures to mitigate workplace risks.
- Investigate workplace incidents, accidents, and near misses, determine root causes, and recommend corrective and preventive actions.
- Monitor the implementation and effectiveness of corrective actions.
- Organize and deliver HSE induction and ongoing safety training for employees and contractors.
- Promote employee awareness of health, safety, and environmental practices through campaigns and toolbox talks.
- Monitor the use of personal protective equipment (PPE) and ensure compliance with safety requirements.
- Maintain records of incidents, inspections, training, permits, and regulatory documentation.
- Prepare HSE reports, statistics, and performance metrics for management.
- Coordinate emergency preparedness activities, including drills and evacuation procedures.
- Liaise with regulatory authorities, auditors, and external stakeholders during inspections and audits.
- Monitor environmental impacts, including waste management, pollution prevention, and resource conservation initiatives.
- Participate in continuous improvement initiatives to enhance workplace safety and environmental performance.
Qualifications
- Bachelor's degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, Industrial Safety, or a related field.
- Professional HSE certifications (e.g., NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor, or equivalent) are highly desirable.

Preferred Experience
- 2–5 years of experience in an HSE role within industries such as construction, manufacturing, oil and gas, logistics, mining, utilities, or healthcare.
- Experience implementing and maintaining HSE management systems, including ISO 45001 and ISO 14001, is an advantage.
Key Performance Indicators (KPIs)
- Lost Time Injury Frequency Rate (LTIFR) and Total Recordable Incident Rate (TRIR).
- Number of workplace incidents, accidents, and near misses.
- Completion rate of safety inspections and audits.
- Percentage of corrective actions completed on time.
- Employee participation in HSE training and awareness programs.
- Compliance with legal and regulatory requirements.
- Environmental performance indicators (e.g., waste reduction, spill prevention, emissions compliance).
- Audit findings and successful certification outcomes.
Working Conditions
- Office, site, or field-based work depending on the organization.
- Regular site inspections and interaction with operational teams.
- May require travel to multiple work locations.
- Use of appropriate PPE and adherence to site safety requirements.
- Availability to respond to emergencies or incidents outside normal working hours when required.
