Job Description: HSE Manager
Job Summary
The HSE Manager is responsible for developing, implementing, and maintaining health, safety, and environmental management systems to ensure a safe working environment and compliance with company policies, legal requirements, and industry standards. The role involves leading HSE initiatives, conducting risk assessments, managing safety programs, promoting a safety culture, and ensuring compliance across projects and operations.
Key Responsibilities
- Develop, implement, and monitor HSE policies, procedures, and management systems.
- Ensure compliance with applicable health, safety, and environmental laws, regulations, and client requirements.
- Establish project-specific HSE plans, procedures, and safety objectives.
- Conduct regular site inspections, audits, and safety assessments to identify hazards and ensure compliance.
- Lead risk assessments, job safety analysis (JSA), and hazard identification activities.
- Investigate accidents, incidents, near misses, and unsafe conditions, and recommend corrective actions.
- Develop and deliver HSE training, toolbox talks, safety inductions, and awareness programs.
- Monitor compliance with personal protective equipment (PPE) requirements and safe work practices.
- Review method statements, risk assessments, and permit-to-work systems.
- Coordinate with project teams, subcontractors, clients, and regulatory authorities on HSE matters.
- Establish emergency response plans and conduct emergency drills.
- Maintain HSE records, reports, statistics, and documentation.
- Prepare monthly HSE performance reports and present safety updates to management.
- Monitor environmental compliance, waste management, pollution prevention, and sustainability practices.
- Promote continuous improvement initiatives to enhance workplace safety performance.
- Lead and mentor HSE officers, safety engineers, and site safety personnel.
- Ensure compliance with client HSE standards and international safety practices.
Required Qualifications
- Bachelor's Degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001 Lead Auditor, or equivalent are preferred.
- Minimum 8–12 years of experience in HSE management, preferably in construction, infrastructure, industrial, oil & gas, or engineering projects.
- Strong knowledge of occupational health and safety regulations, risk management, and environmental practices.
- Experience managing HSE teams and implementing safety management systems.
- Knowledge of international HSE standards and best practices.

- May require extended working hours during critical project activities or emergencies.
