Job Title: Procurement Officer / Purchasing Officer / Procurement Engineer

Reports To: Procurement Manager / Supply Chain Manager / Project Manager
Job Summary
A Procurement professional is responsible for sourcing, evaluating, negotiating, and purchasing goods, materials, equipment, and services required for company operations or projects. The role ensures cost-effective procurement, timely delivery, quality compliance, and strong supplier relationships while supporting business or project requirements.
Key Responsibilities
Sourcing & Supplier Management
- Identify, evaluate, and select suppliers based on cost, quality, and reliability.
- Maintain and develop approved vendor lists.
- Conduct market research to identify potential suppliers and cost-saving opportunities.
- Build and maintain strong supplier relationships.
Purchasing & Procurement Execution
- Prepare and issue purchase requisitions, purchase orders (POs), and RFQs.
- Negotiate prices, payment terms, delivery schedules, and contracts with suppliers.
- Ensure procurement activities align with project or operational requirements.
- Follow up on orders to ensure timely delivery of materials and services.
Technical Evaluation & Coordination
- Review technical specifications in coordination with engineering and project teams.
- Evaluate vendor quotations for technical and commercial compliance.
- Coordinate with departments such as engineering, construction, and finance.
- Support procurement of equipment, materials, and subcontract services.
Cost Control & Budget Management
- Ensure procurement is within approved budgets and cost limits.
- Identify cost-saving opportunities without compromising quality.
- Monitor price trends and market conditions.
- Assist in procurement planning and forecasting.
Contract Management
- Assist in preparing and reviewing purchase contracts and agreements.
- Ensure compliance with contractual terms and conditions.
- Monitor supplier performance and contract fulfillment.
- Handle contract renewals and amendments.
Logistics & Delivery Coordination
- Coordinate shipment, delivery schedules, and logistics arrangements.
- Track purchase orders until final delivery and acceptance.
- Resolve delays, shortages, or discrepancies in deliveries.
- Ensure proper documentation for import/export (if applicable).
Documentation & Reporting
- Maintain procurement records, purchase orders, and supplier data.
- Prepare procurement status reports and cost analysis reports.
- Ensure compliance with audit and internal control requirements.
- Update procurement databases and ERP systems.
Required Qualifications
- Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, or related field.
- 2–10+ years of experience in procurement, purchasing, or supply chain roles.
- Experience in EPC, construction, manufacturing, oil & gas, or retail industries is preferred.
- Certification in procurement or supply chain (CIPS, APICS) is an advantage.
