Job Title: HSE Officer / HSE Engineer (Health, Safety & Environment)
Department: HSE / Safety / Operations / Projects
Reports To: HSE Manager / Project Manager / Operations Manager
Job Summary
An HSE (Health, Safety & Environment) professional is responsible for ensuring a safe and healthy work environment while minimizing environmental impact across project sites, industrial facilities, or operations. The role involves implementing safety policies, conducting risk assessments, ensuring regulatory compliance, and promoting a strong safety culture.
Key Responsibilities
Health & Safety Management
- Implement and monitor workplace health and safety policies and procedures.
- Conduct daily safety inspections and site walkthroughs.
- Identify hazards and recommend corrective and preventive actions.
- Ensure safe working practices across all site activities.
Risk Assessment & Hazard Control
- Conduct risk assessments (JSA, HIRA, RAMS).
- Identify unsafe conditions and behaviors and take corrective action.
- Develop and implement hazard control measures.
- Investigate incidents, near misses, and accidents.
Incident Investigation & Reporting
- Lead or support investigation of workplace incidents and accidents.
- Prepare detailed incident reports with root cause analysis.
- Recommend preventive measures to avoid recurrence.
- Maintain accurate safety records and documentation.
Compliance & Regulations
- Ensure compliance with local and international safety regulations.
- Enforce adherence to company HSE policies and procedures.
- Support audits, inspections, and regulatory visits.
- Maintain documentation for legal and compliance requirements.
Training & Awareness
- Conduct safety inductions for new employees and contractors.
- Organize toolbox talks and safety training sessions.
- Promote safety awareness programs and campaigns.
- Ensure workers are trained on emergency procedures and PPE usage.
Emergency Preparedness
- Develop and implement emergency response plans.
- Conduct fire drills and evacuation exercises.
- Ensure availability and readiness of emergency equipment.
- Coordinate with emergency response teams when required.
Environmental Management
- Monitor environmental impact of operations.
- Ensure proper waste disposal and pollution control measures.
- Promote sustainable and eco-friendly practices.
- Ensure compliance with environmental regulations.
Documentation & Reporting
- Maintain safety logs, inspection reports, and audit records.
- Prepare daily, weekly, and monthly HSE reports.
- Track safety performance indicators and trends.
- Document incidents and corrective actions.
Required Qualifications
- Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
- NEBOSH / IOSH certification preferred.
- 2–10+ years of experience in HSE roles depending on level.
- Experience in construction, oil & gas, manufacturing, EPC, or industrial environments is preferred.
